Background

The proposed project represents partnership among UNESCO-IHP Jakarta and two departments of national universities (Laboratory of River and Wetlands-Faculty of Engineering Univ. of Brawijaya-FTUB and Faculty of Engineering, Univ. of Jember- FT-UNEJ).

Introduction

It is projected that the water crisis becomes a serious problem in the Jember city.  Along with the increasing rate of urbanization in Jember, the demand for domestic water supply tends increasing double. Meanwhile, the quantity of some available sources is insecure and the quality is worsening. Seeking the new potential sources for raw water has been initiated to develop middle and long term planning of water service.

The domestic water is currently provided by the Municipal waterworks (PDAM) by 60% of their demands while peri-urban areas are being served by 20%. The inadequacies in domestic water supply are felt disproportionally in peri-urban communities. Further, the community-based water supplies (HIPPAM) have been established to meet the water demand in peri-urban areas. They have unique socio-cultural characteristics in managing water distribution and in determining water tariff.

There are challenges to water access and the role of community participation in improving water security. It may require that communities take on and play a greater role in the delivery and management of water resources. It also suggests that planning, operation-maintenance and monitoring-evaluation of facilities are the areas in which community was likely to be involved in securing water resources.

Objectives of the Proposed Project

The overall objective is to carry out a comprehensive study on The Role of Community Participation in Peri-Urban Water Management towards Sustainability of Water Supply in Jember City. Specific objectives are outlined hereunder;

  1. To assess the current and future water demands and their trends in Jember city
  2. To assess the vulnerability of water supply systems in this city to climatic and non-climatic changes
  3. To formulate the adaptation strategies for reducing the vulnerability of water resources
  4. To develop the understandings and capacity of water managers and relevant stakeholders for assessing water vulnerability and developing adaptation strategies.

Expected Outputs

The project’s deliverables such as past trends and future projection of water demand characteristics, vulnerability maps, enhanced capacity of water managers and other stakeholders to develop vulnerability maps, and strengthened collaboration between the participating agencies will benefit the community. Key outputs would be:

  1. Projected future water demand and water supply scenarios for Jember city;
  2. Water vulnerability maps of the city;
  3. Awareness-raising and development of community participation to improve peri-urban water management;
  4. Enhanced capacity of the policy-makers and stakeholders by improving the knowledge on water vulnerability and workable adaptation strategies, better collaborations among communities to ensure sustainable water management in Jember City.

Schedule

The research works have been started at August 2016. The project activities will be complemented in 4 months time from August 2016 through November 2016. In the first month of the implementation period, most preparatory works of the project are to be accomplished to create enabling environment for the implementation of projects. The construction and capacity development of the projects will be executed starting from second month onwards. The timeline is provided hereunder Table 1.
